Hi, I had a horse about 18mths ago who did this, had no idea why, didn't affect his ridden performance in any way, I just put it down to his being part arab and having a quirky tail carriage.

Sounds like the horse is sore possibly in the back. Does he do it in both directions? A horse will often move his tail in the direction of a sharp pain, like he would if being bitten by a horsefly. It's a reflex. Perhaps his saddle doesn't fit right and pinches when he bends. If the rider is way off balance on the turn, he may do that also.
